Elle L. Anderson, PE, CFM
Ms. Anderson is an owner and founder of Grounds Anderson, LLC. Ms. Anderson’s engineering career has included such projects as Drainage Studies, Detention Analysis, Hydraulic Impact Analysis, Special Flood Hazard Area Mapping, Letters of Map Revision to the Federal Emergency Management Agency, Community Assistance Visits, Floodplain Management Plans, Mitigation Plans and No-Rise Certifications, Site Development for 2 to 20 acre sites, Development of county-wide benchmark control network, Quality Control for Light Detection and Ranging Data and Floodproofing. One of her largest projects to date is the Tropical Storm Allison Recovery Project which was the largest and most technologically advanced Flood Insurance Studies in the United States. Ms. Anderson was an integral part of the Project Management team for the Harris County Flood Control District and successfully led a team of over 30 engineering consultants and surveyors in developing digital terrain data, hydrologic and hydraulic models and floodplain maps for all of Harris County, Texas.
In 2004 Ms. Anderson was the recipient of the Pyramid Award and named the Young Outstanding Engineer in Water Resources by the American Water Resources Association. Ms. Anderson was named Special Olympics Volunteer of the Year in 2006.
Ms. Anderson is an active member of several professional associations including the Texas Floodplain Management Association, Association of State Floodplain Managers, and American Water Resources Association. Ms. Anderson is the past Chair of the Certification Committee for the Texas Floodplain Management Association (TFMA) where she managed a program of over 800 Certified Floodplain Managers. She currently serves as the Region 8 Director for TFMA. She is also a Board Member of the Bayou Preservation Association and liaison to the Board for Earth Share of Texas. She serves on Rice’s Civil Engineering Committee to the Dean where she works on alumni involvement. Over 20 technical presentations and papers authored by Ms. Anderson have been accepted by technical journals and professional organizations. She is a Registered Professional Engineer in the State of Texas and a Nationally Certified Floodplain Manager.
Ms. Anderson graduated from Rice University with a Bachelors of Science in Civil Engineering. She was a key member of the Varsity Tennis Team holding the #1 singles position for the majority of her career. She is fourth on the all time most singles victories at the #1 singles position in Rice Tennis History. Ms. Anderson continues to support Rice Athletics and is a Lifetime R Association Member.
Ms. Anderson is married and the proud mother of a daughter, Ellison, and a yellow lab.
John S. Grounds, III, PhD, PE, CFM, D.WRE
Dr. Grounds has over twenty years of civil engineering experience which has included the management and execution of successful Civil Engineering and Geographic Information Systems projects. John also has unparalleled experience related to the planning, analysis and design of water resource systems, water supply, conveyance systems, site grading and drainage, flood control planning, and hydraulic structures.
Dr. Grounds is an owner and founder of Grounds Anderson, LLC. He has managed the Tropical Storm Allison Recovery Project for Harris County Flood Control District, designed a 78-inch sanitary sewer tunnel as part of the Greater Houston Wastewater Program, civil site improvements for Continental Airlines to support the maintenance of a Boeing 777, designed a waterline replacement for the Denver Harbor Subdivision for the City of Houston, determined the water yield from the Toledo Bend Reservoir for the Sabine River Authority, and designed numerous site improvements for private sector clients.
Dr. Grounds has more than 30 publications and presentations related to extreme rainfall events, Geographic Information Systems, LiDAR, and floodplain management.
Dr. Grounds is active in the American Water Resources Association, Association of State Floodplain Managers, the Texas Floodplain Management Association, and the American Society of Civil Engineers where he has chaired meetings and held office at the local, state, and national level. Dr. Grounds is currently the President of TFMA.
Dr. Grounds has served on the Board of AWRA as President and Director. He currently chairs the Floodplain Management Committee and is the General Chair for the 2006 GIS and Water Resources Specialty Conference. He has been the General Chair for the Annual Conference in Miami (2000) and in Houston (1995) where the conference reconvened in Cancun, Mexico.
Dr. Grounds is a past adjunct faculty member at Rice University. He has also taught courses on the application of GIS and a review of open channel hydraulics and hydrology for the Principles and Practice Exam. John currently serves on the Advisory Board for Civil and Environmental Engineering at Southern Methodist University.
Dr. Grounds has served on the Board of the American Cancer Society and chaired numerous fund-raisers. He is the Track Director of the Area VI Texas Special Olympics and is the Triathlon Director for the State of Texas. He is an avid runner, triathlete, and endurance athlete.
He is married and has two children, Elizabeth and Jennifer.
Lynell C. Grounds
Ms. Grounds is an owner and founder of Grounds Anderson, LLC. She has her over 20 years of experience in office and personnel management. Earlier in her career she worked with a major oil company and commercial real estate firm where she learned valuable skills and knowledge that she brought with her to Grounds Anderson, LLC. The interpersonal relationships and corporate awareness she has gained throughout the years has been a priceless asset to the successful establishment of the company.
Lynell volunteered to serve in Conoco’s Houston Central Health and Safety Committee; she participated in the meetings, maintained monthly meeting minutes, and assisted in the development of several company-wide Health and Safety Fairs. As a volunteer of Conoco’s Support Staff Functional Excellence Team (SSFET), Lynell helped organize the first-ever Career Development Symposium within Conoco headquarters. She also assisted in the redevelopment of Conoco’s Support Staff grade descriptions for new pay scales.
Ms. Grounds is an active volunteer and has dedicated her time to the following organizations over the years – American Cancer Society in particular the Great American Taste Fest, Relay for Life, Cattle Baron’s Ball, Texas Children’s Hospital Visits; Texas Special Olympics Area VI Spring Games and Fall Classic Triathlon; Conoco Rodeo Run; Five Alive Third Ward House Repair; and the United Way Golf Auction.
Ms. Grounds is married and the mother of two girls, Elizabeth and Jennifer.
